ATAP stands for "Skim Atap" - literally "roof scheme" in Malay. It's the government's way of making rooftop solar accessible to everyone. Unlike the old NEM program where you had to compete for limited slots each year, ATAP has no quota. You can apply any day, any month - first come, first served with guaranteed approval if you meet the requirements.
Here's how it works in practice: your solar panels generate electricity during the day. You use what you need (this saves you the most money), and whatever's left over goes to TNB's grid. TNB then credits your bill - RM0.27-0.37 per kWh for homes, market rates for businesses. Most of our customers see their electricity bills drop from RM500+ to under RM50 within the first month.
Generate clean electricity and use it directly in your home or business. Every kWh you consume from your panels is a kWh you don't pay TNB for.
Residential users receive RM0.27-0.37/kWh for exports. Commercial users earn credits at the System Marginal Price (SMP), typically RM0.20-0.44/kWh.
Add battery storage to maximize self-consumption. Businesses can claim 100% Green Investment Tax Allowance (GITA) on qualifying solar and battery equipment.
Understanding the self-consumption model and how you earn export credits under the new programme
Electricity production
Use electricity first
Earn bill credits
Credits offset energy charge component of your bill. Unused credits do not rollover.
SMP is the wholesale electricity clearing price. Credits based on average SMP during export hours (7am-7pm).
The System Marginal Price is Malaysia's wholesale electricity market clearing price, published by the Energy Commission. It fluctuates every 30 minutes based on real-time supply and demand. When your solar system exports excess energy to the grid, commercial users receive credits calculated at this transparent, market-reflective rate. You can monitor current SMP rates at the Energy Commission website.
Pro Tip: Since export rates (SMP) are generally lower than import rates (what you pay TNB), the best strategy is to size your system to match your daytime usage, or add battery storage to store excess energy for evening use rather than exporting. Businesses can claim GITA tax incentives on battery investments.

While Solar ATAP's export rates are lower than NEM 3.0, the real savings come from self-consumption. By using your own solar-generated electricity during the day, you avoid paying TNB's retail rates of up to RM0.57/kWh. With proper system sizing to match your daytime usage, Solar ATAP remains highly cost-effective.

Everything you need to know about Malaysia's new rooftop solar programme
Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia's new rooftop solar scheme that replaced NEM 3.0 on January 1, 2026. Key differences include: no application quota (NEM had limited slots that closed quickly), 100% of Maximum Demand capacity (NEM limited LV to 60%), increased residential limits (5kW single-phase, 15kW three-phase), and 10-year contracts (vs 21 years under NEM). Important: Capacity limits still apply - residential max 15kW, commercial/industrial max 1MW. Credits no longer rollover monthly - they must be used within the billing period.
"No quota" means there are no limited application slots - unlike NEM 3.0 which had fixed quotas that closed quickly, Solar ATAP accepts applications year-round. However, capacity limits still apply per installation: Residential single-phase max 5kW, three-phase max 15kW. Commercial/Industrial up to 100% of Maximum Demand (MD), capped at 1MW. These limits ensure grid stability and fair distribution.
Solar panel installation costs RM3,000-4,500 per kW for residential systems. A typical home system (5kW) costs RM15,000-25,000, including panels, inverter, installation, and SEDA registration. Commercial systems cost RM2,500-3,500 per kW due to economies of scale. The payback period is typically 5-7 years for homes and 4-6 years for businesses.
Residential: RM0.27/kWh for usage up to 1,500 kWh/month, and RM0.37/kWh for usage above 1,500 kWh/month. Commercial/Industrial: Credits based on System Marginal Price (SMP), typically RM0.20-0.44/kWh, updated every 30 minutes. Note: This is not a cash-out programme - credits offset your bill only.
All TNB account holders are eligible: residential, commercial, and industrial. You must own the property or have landlord approval, and cannot have an existing solar system under FiT, NEM, or SELCO. Capacity limits apply: Residential single-phase max 5kW, three-phase max 15kW. Commercial/Industrial up to 100% of Maximum Demand, capped at 1MW. Systems above certain thresholds require TNB technical assessment (CCC/CAS/PSS).
Your existing NEM agreement remains valid and continues under the same terms until it expires. You can choose to terminate early and apply for Solar ATAP, but we recommend completing your NEM contract first to maximize the benefits you've already secured.
Applications are submitted through SEDA's eATAP portal (atap.seda.gov.my) by your appointed SEDA Registered PV Service Provider (RPVSP). The process involves: 1) TNB technical assessment, 2) System installation and commissioning, 3) eATAP application submission with RM7.50/kW fee, 4) SEDA approval within 2 months. As your RPVSP, we handle the entire process.
The Solar ATAP contract is 10 years, fixed and non-extendable. After 10 years, your solar system continues to operate for self-consumption, but you no longer receive export credits. Capacity upgrades during the contract period do not extend the expiry date.
No. Unlike NEM 3.0 which allowed up to 12 months rollover, Solar ATAP credits do not rollover. Unused credits are forfeited at the end of each billing period. This makes proper system sizing crucial - we recommend sizing for self-consumption first, or adding battery storage to store excess generation.
The Green Investment Tax Allowance (GITA) allows businesses to claim 100% capital allowance on qualifying green technology equipment, including solar panels and battery storage systems. This significantly improves ROI and reduces effective payback period. Contact us to learn if your business qualifies.
Battery storage makes sense when: 1) Your export rate (SMP) is significantly lower than import rate, 2) You have high evening/night consumption, 3) You want backup power during outages, or 4) Your business can claim GITA tax incentives. We can analyze your consumption pattern and recommend the optimal configuration.
Solar ATAP 2026 is now open for applications year-round. With no application quota and improved capacity allowances (up to 15kW residential, 1MW commercial), there's never been a better time to go solar. Get your free assessment today.
